Systems Engineering

Our engineers and analysts are making a difference by ensuring safety and efficiency in the skies. Systems engineering is the big picture – focusing on the whole system distinct from its individual parts. It’s through this focus that our team ensures that requirements, designs, tests, and the integration of system elements delivers on critical missions of safety and efficiency. We have broad expertise in the National Airspace System (NAS). We contribute to the integrity of the NAS through creative, agile, and relentless application of engineering best practices, making sure that each individual system within the larger network is sustained, updated, and replaced to support demand.

Surveillance Systems

Regulus Group employs the nation’s foremost subject matter experts on systems engineering; experts in specialized areas like radar, networking, automation, safety, and human factors. We bring extensive experience in Cooperative and Non-cooperative RADAR, ADS-B, and Wide Area Multilateration. Regulus engineers work within the FAA to develop test tools, data analysis capabilities, modeling and simulation tools, and a comprehensive test bed and toolset that can fully evaluate new capabilities or changes to the NAS infrastructure. We also work with US and international standards bodies to maintain the existing standards documents and develop requirements for advanced surveillance applications.

Risk and Safety Assessment

Safety assurance is core to the FAA’s mission and Regulus leads the development, coordination, assessment and implementation of project-specific safety strategies and products that contribute to a common safety framework across government agencies and FAA organizations. We develop safety artifacts throughout the life cycle of programs including continuous safety monitoring through collection and analysis of operational data – ensuring that any new safety issues or risks are identified and resolved during NAS operational use. Our team interfaces with FAA Safety organizations in the development of safety cases and to obtain their concurrence and approval on the safety risk management document for changes to the NAS.

Planning, coordination, and communication are the foundations of any successful system implementation initiative. Regulus leverages our experienced staff to ensure stakeholders from all vested parties are engaged and informed of site-level implementation activities before they begin. We have a multi-disciplinary team that understands air traffic and technical operations as well as the impact of new or enhanced systems. We utilize simulation and analysis to develop and test potential operational changes before they reach the field facility level, and support the development of the certifications, safety standards, and operating procedures that govern how these new enhancements will function.

Training

Regulus personnel are well-versed with the intricacies of the air traffic training process. They have been instrumental in the creation and delivery of the requisite ATC training required to ensure the successful implementation of operational enhancements across most ATC automation platforms throughout the FAA. We emphasize frequent and consistent communication and apply our extensive experience in operations and systems to provide an integrated experience to successfully complete training objectives.

Human Factors

Regulus understands the critical role human factors plays in the successful development and deployment of new systems or procedures. Regulus ATC operations personnel are highly skilled and experienced enroute and terminal air traffic controllers. We have a demonstrated our ability to recognize how notional automation interface changes will impact existing systems and assisted the FAA in improving vital system design enhancements. Team members have been called upon by the FAA to participate in numerous projects and have been directly involved in the development of test plans, simulation scenarios and notional ATC procedures.

Our air traffic operations support team consists of career Air Traffic Controllers with diverse experience in all domains and levels of ATC functionality. This depth of experience provides our customers with subject matter expertise during the planning, development, and deployment of NAS enhancements, with a focus on the impact to air traffic operations. We emphasize an integrated approach, fusing extensive communication with a deep knowledge of air traffic systems and operations, to reliably deliver successful program outcome for the customers and air traffic controllers we support.

Investment Analysis

Assessing the value of public-sector investments provides a unique opportunity for Regulus to combine our depth of technical experience, aptitude with complex financial analysis, and ability to distill information into its crucial elements. We understand the core components of any investment analysis are the lifecycle cost estimate, the benefits analysis, risk assessment, and the schedule. We have a multi-disciplinary team of estimators and analysts ready to apply their extensive experience to developing and communicating complex business cases for our customers.

Program Control

Regulus Group has a dedicated program staff that provides a high level of project control discipline that can impact program functions as well as the organizational culture. We employ a staff of 30+ professionals to include project schedulers, program control analysts, and risk management analysts. Regulus can provide and execute a full scope EVMS comparing an organization’s current processes and procedures to the established best practices. We bring the discipline, experience, and demonstrated skills required to manage the execution of complex technology programs.

Budget planning, spend plan tracking, and financial analysis are vital to managing the research, development, procurement, and deployment of complex systems. Regulus provides financial management support across the directorates within the FAA’s Program Management Organization. We develop budget and financial status documentation to prepare for critical budget formulation and execution activities and leverage our relationships to facilitate a common understanding and collaboration across stakeholder groups. We have combined our knowledge of the governance, processes, and experience with the FAA to reliably achieve program objectives.

Reliable and structured acquisition support enables efficient, focused program operations and is critical to an organization’s success. Regulus emphasizes acquisition support as the foundation for integrating diverse activities to achieve program goals. We support meetings, from agenda design and technology setup to facilitation and documentation. We formalize logistics and prepare materials that drive decision-making. We define and execute a consistent and repeatable process for developing and maintaining program documentation.
