Karl Roulston | Founding partner

Karl Roulston founded Regulus Group in 2002 and brings to the table 30 plus years of experience working with the FAA providing Surveillance and Automation System Engineering and field support as well as systems engineering management support. Mr. Roulston has served as the Technical Officer on the ARSR-4 Program and the Systems Engineering Lead for the ASR-11 Program as well as the Common Terminal Digitizer program. He has hands on technical support experience in the field providing installation, integration, optimization and engineering support for several NAS surveillance systems. Mr. Roulston has also served as the Systems Engineering Support subject matter expert to the surveillance PMO and has extensive project management and problem solving experience. Mr. Roulston has a unique background and experience within the FAA having supported the development and procurement of surveillance systems while working at FAA headquarters, and working in the regional office, and providing hands on installation, alignment, testing, optimization, and integration support for surveillance systems into the National Airspace System. These experiences enable him to provide real world application and integration expertise during the entire product life cycle. Mr. Roulston received his Bachelor of Science degree in Electrical Engineering from California State University, Fresno, and his Master of Business Administration from Benedictine University.

Robert Pomrink

Bob Pomrink has more than 35 years of experience in systems engineering and development of communications, navigation and surveillance systems for air traffic management. Over much of that time, his career has focused on cooperative and non-cooperative surveillance technologies to support air traffic management applications from concept development, requirements definition, system design, integration and testing through implementation and in-service-management. He currently serves as the Chief Surveillance Systems Engineer at Regulus Group in support of the FAA’s Surveillance Services Group which is chartered with developing and deploying ADS-B and other advanced surveillance services and technologies throughout the United States’ NAS. Mr. Pomrink has also concentrated on the unique challenges of integrating new systems and technologies into the NAS, such that current operations can be performed unimpeded while new applications and ATM capabilities are brought to fruition. He continues to support the development of U.S. and global standards for ADS-B and associated applications for this emerging technology. He is a member of the RTCA Special Committee 186 and helped develop standards for air traffic services in radar-controlled areas using ADS-B surveillance. He supports the FAA’s efforts within ICAO to develop required surveillance performance needs that apply worldwide for Air Navigation Service Providers. Mr. Pomrink also contributed to aircraft surveillance applications standards development and led engineering efforts on the FAA’s ASEPS initiative to assess the utilization of space-based ADS-B for reducing aircraft separation in Oceanic Airspace or as a complement to terrestrial surveillance in domestic airspace. Mr. Pomrink holds a Bachelor of Science degree in Electrical Engineering from Drexel University and has completed post graduate studies of Radar Systems Design and Systems Engineering at Northeastern University, University of Massachusetts and the NJ Institute of Technology.

Gary Paull

Gary Paull has over 20 years of experience leading the support of investment analysis, program control, and acquisition activities for FAA programs. He is a recognized subject matter expert in business case analysis, providing support and guidance resulting in the successful investment decision for dozens of major acquisitions and programs. Mr. Paull has provided training in Business Case Analysis and Cost Estimation to government program managers both via internal FAA training programs and as an adjunct professor for the American University Senior Program Manager Certificate Program. His analyses have been published and presented in numerous professional associations and industry forums. Mr. Paull holds a PMP certification and has been integral to the establishment of a program-wide Earned Value Management System on several FAA NextGen programs. He supports the FAA Program Management Organization establishing best practices and working with individual programs in implementing program control functions. Mr. Paull earned a Bachelor of Science degree in Finance and Mathematics from Boston College and has a Master of Science degree in Operations Research from George Washington University.

Shahan Stepanian

As a member of the Executive Leadership Team, Shahan Stepanian participates in strategic and operational planning by developing, communicating, and executing corporate strategic goals and objectives. He is responsible for the oversight of the program management and business case activities for government clients in the aviation industry, and accountable for the overall performance of the program management division with regard to revenue, growth, and profit objectives, as well as project quality and technical performance. Over his 20 year career, Mr. Stepanian has successfully supported numerous programs through the FAA Acquisition Management System by providing investment analysis, business case analysis, and acquisition support. In particular, Mr. Stepanian has served as the investment analysis lead for multiple ACAT 1 programs guiding the programs through successful Joint Resource Planning (JRC) decisions. Mr. Stepanian received both his Bachelor of Science degree in Economics and his MBA from Northeastern University.

Jerry Johnson

Jerry Johnson has more than 26 years of engineering experience 17 of them specifically in NAS Surveillance and Navigation Systems. Most recently he provided Systems Engineering Support to the FAA for the Spectrum Efficient National Surveillance Radar (SENSR) Program, the Wind Turbine Radar Interference Mitigation (WTRIM) working group, and the Surveillance Portfolio Analysis (SPA) working group, with focus on developing a strategy for an NAS surveillance roadmap from legacy to future systems. Dr. Johnson joined Regulus Group from Thales and has excellent leadership skills that have allowed him to successfully lead engineering teams to derive requirements, design and develop highly complex products on an aggressive schedule and budget in the aerospace, telecommunications and manufacturing industries including several multi-national projects. Previous to Thales, he served as a project engineer for BioServe Space Technologies, where he participated in the design and integration of Life Science research hardware for 10 U.S. space shuttle missions and two Russian MIR missions. Dr. Johnson acquired a Bachelor of Science in Electrical Engineering from the University of Texas at San Antonio; his Master of Science degree in Electrical Engineering from the University of Kansas; and a Ph.D in Electrical Engineering from Kansas State University.

Patrick Kilfoile

Patrick Kilfoile has more than 19 years of systems engineering experience in air traffic management solutions with a wealth of technical and programmatic expertise on Cooperative and Non-Cooperative Surveillance, Information System Security, Communication, and Automation systems. Mr. Kilfoile is well versed in the FAA Acquisition Management System (AMS) policy and guidance having led the systems engineering efforts for the Mode S Beacon Replacement System (MSBRS) acquisition. He previously served as the Systems Engineering Lead for the Surveillance Interface Modernization (SIM) Program and also contributed to the FAA Enterprise Network Services (FENS) engineering team. Prior to joining Regulus Group, Mr. Kilfoile worked at Sensis Corporation developing multilateration systems as well as the Airport Surface Detection Equipment – Model X (ASDE-X) and Airport Surface Surveillance Capability (ASSC) systems. He is an exceptional problem solver able to implement practical solutions, and adapt new methods, systems, and technologies. Mr. Kilfoile holds a Bachelor of Science degree in Physics from Le Moyne College and his Master of Science in Electrical Engineering from Syracuse University.

Kevin King

Kevin King has over 16 years of experience as an engineer and analyst. He is an innovative problem solver with a focus on performing research and analysis to aid informed decision making. He holds a PMP certification and has expertise in project management, program planning, modeling, simulation, cost/benefit analysis, data analysis, and visualization. Mr. King has been a key contributor and primary customer interface for over a dozen cost, benefit, and economic analyses in support of major FAA acquisition decisions. His prior experience includes leading teams in modeling, simulation, and analysis activities to support a variety of customer needs. In addition to the FAA, Mr. King has supported the Department of Defense in the execution of analytic methods such as simulation trade studies, decision analysis, optimization, and cost analysis. Mr. King received a Bachelor of Science in Industrial and Systems Engineering from Virginia Tech in 2004. He received a Master of Science in Systems Engineering with specialization in Air Transportation Systems Management, from George Mason in 2007.
